Santa Clara Principles
What a platform should publish about moderation, notice and appeal.
About Santa Clara Principles
The Santa Clara Principles are a set of principles on transparency and accountability in content moderation. The second iteration was developed by a broad coalition of organizations, advocates and academic experts working in 2020 and 2021.
The Foundational Principles are meant to be taken into account by all companies, of whatever business model, age, and size, when engaging in content moderation. The Operational Principles set out more granular expectations for the largest or most mature companies. The principles are not designed to provide a template for regulation.

How it works
The Santa Clara Principles are civil society's baseline for transparency and accountability in content moderation. The 2021 update covers numbers (publish data on removals and appeals), notice (tell users what rule they broke and how), and appeal (a real human review), plus foundational principles on human rights, cultural competence and government demands. Many platforms endorse them and they influenced the DSA.
They're the shortest, clearest statement of what users and advocates expect from a moderation system.
