About Ozone
Ozone is a web interface for labeling content in atproto and Bluesky. The Ozone repository describes it as a labeling service for Bluesky and other atproto apps. The page states that the Ozone UI generally requires moderator or administrator privileges to function.
The page lists features including viewing, triaging, escalating, and actioning moderation reports. The page says you can self-host Ozone to run your own moderation service.

How it works
Ozone is the moderation console Bluesky built for the AT Protocol and released as open source. Anyone can run a "labeler": a service that reviews reported content and attaches labels (spam, nudity, harassment, and so on) that clients then hide or warn on. Ozone is the interface for that, with queues, report triage, label application, account actions and moderator roles.
It's specific to AT Protocol. If you run a Bluesky client, a community labeler, or your own PDS, this is the tool. It isn't a general purpose moderation system for other platforms.
