About Coop

Coop is an open source review and moderation platform for anything that requires decisions at scale. Coop is developed and maintained by ROOST, a nonprofit building open source trust and safety infrastructure.

Coop covers any policy category, including harassment, spam, fraud, TVEC, or child safety. Its child safety workflow includes hash matching via HMA, NCMEC CyberTipline reporting, and integrations with Google Content Safety API and OpenAI Moderation API. Coop can also be run as a managed service by third-party providers, and Musubi offers a hosted version today.

How it works

Coop is ROOST's open source content review and enforcement system, built from the tooling Bluesky and others contributed. It gives you the pieces a small platform otherwise has to write from scratch: review queues, routing rules, moderator roles, enforcement actions (label, takedown, suspend), an audit log, and a path to file CyberTipline reports to NCMEC when something is CSAM.

You host it and connect your platform's content and user APIs. It's early, so expect to contribute and expect gaps, but it's the most complete open source case management option for a general platform right now.
