About NCMEC CyberTipline API

The CyberTipline Reporting API is a web service API that allows companies to submit reports of apparent child sexual exploitation to NCMEC. The API documentation is published by the National Center for Missing & Exploited Children.

ESPs have a statutory duty to report apparent child pornography to the CyberTipline, and reporting of data via the web service, other than the incident type and date/time of incident, is voluntary and undertaken at the ESPs' initiative. Production reporting uses a base URI at report.cybertip.org, and NCMEC provides a separate testing environment. Access is only over HTTPS and requires a username and password that must be requested from and supplied by NCMEC.

How it works

US electronic service providers are legally required to report apparent CSAM to NCMEC's CyberTipline, and the API is how you do it at volume: you register as an ESP, create a report with the incident details and associated files, and finalize it. NCMEC triages and forwards to law enforcement. Retention obligations follow each report. Case management tools like Coop, Cinder and Safer wrap this API.
