About Appeals Centre Europe

Appeals Centre Europe is a certified dispute settlement body under the European Digital Services Act. Anyone located in the European Union can submit a dispute to the Appeals Centre.

The Centre is certified by Coimisiún na Meán to cover all very large social media platforms in almost all EU languages and EU countries. The organization began with a one-time grant from the Oversight Board Trust to start operations. The service is free of charge to everyone in the EU.

How it works

Appeals Centre Europe is an out of court dispute settlement body certified under the Digital Services Act. When a user in the EU disagrees with a platform's moderation decision (content removed, account suspended, or a report that was ignored), they can bring it here after exhausting the platform's own appeal. The Centre reviews the case against the platform's rules and EU law and issues a decision.

It currently covers a handful of large platforms and is expanding. Platforms don't integrate with it in a technical sense; they're obliged to engage with certified bodies and to pay the case fees. For a T&S team it matters as a pressure test on the quality of your first line decisions.
