Appeals Centre Europe
Independent Dublin body deciding users appeals against platform moderation decisions under the DSA.
About Appeals Centre Europe
Appeals Centre Europe is a certified dispute settlement body under the European Digital Services Act. It hears users' requests for human review of social media content moderation decisions. Its reviews are carried out by trained human experts, not algorithms. Its decisions are based on platform policies as informed by human rights.
It is independent of social media platforms and governments. The media regulator Coimisiún na Meán certified it to cover all very large social media platforms in almost all languages spoken in the EU and all EU countries. Its journey began with a one-time grant from the Oversight Board Trust to help it start operations. It accepts disputes about individual pieces of content removed or left up by Facebook, Instagram, TikTok, Pinterest, Threads, Google Maps and YouTube.
Users submit their appeals online. Submitting a dispute currently carries no user fee. It aims to make its decision within 90 calendar days of a dispute being submitted.
