About YouTube moderation tools
YouTube moderation tools are comment and live chat controls made by Google for creators on YouTube. Creators can choose to hold some comments before they're shown on their video or channel. Held comments are kept in YouTube Studio for up to 60 days and are not publicly visible unless the creator approves them.
Hidden users can be set so that their comments, live chat messages, and community posts are not visible on a channel. Creators can choose to limit who can comment on a video to only subscribers and paid members of the channel.

How it works
YouTube gives creators automated comment filtering (hold potentially inappropriate comments for review, with a strictness setting), blocked words and links, approved and hidden users, slow mode and subscriber only live chat, and moderator roles for live streams. It's the platform native layer for channels and brands with active comment sections.
