About ThreatExchange
The ThreatExchange repository on GitHub, maintained under Meta's facebook organization, originally started as code to support Meta's ThreatExchange API and has grown to include projects for signal exchange and content moderation. ThreatExchange is described as a set of RESTful APIs on the Facebook Platform for querying, publishing, and sharing security threat information.
The platform is described as a lightweight way for exchanging details on malware, phishing pages, and other threats, either with specific community members or with the ThreatExchange community at large. Hasher-Matcher-Actioner (HMA) is described as a ready-to-deploy content moderation project for AWS, containing many submodules.

How it works
ThreatExchange is Meta's platform and API for sharing threat signals between organizations: hashes, URLs, domains, and other indicators, with privacy controls over who sees what. It's the infrastructure under the GIFCT hash sharing database, Lantern, and Meta's own signal sharing with partners, and the open source repo also contains PDQ, vPDQ, TMK and HMA.
Access to the platform is by application; the code is open.
