Oregon's AI companion law takes effect in January 2027, and users can sue for $1,000 per violation

SB 1546 takes effect

CriticalSevere and certain

AI companions offered in Oregon have to say their output is AI-generated, keep and publish a protocol that spots suicidal or self-harm talk and refers users to 988, and post a yearly count of those referrals. For users the operator knows or has reason to believe are minors, they also remind them to take a break at least every three hours, block sexual content, and avoid claims of sentience, simulated dependence, romance and guilt-tripping when someone tries to leave. Injured users can sue for actual damages or $1,000 per violation, whichever is greater.

Build: Check whether your chatbot meets the companion definition, then build the crisis protocol, minor safeguards and three-hour reminders before 1 Jan 2027.

Who it reaches

It reaches generative AI services with users in the US, at any size. Anyone making an AI companion available to Oregon users. Customer service, productivity, education, game-only bots and voice assistants are excluded.

Lands on Policy & Standards, T&S Operations, Legal & Regulatory, Engineering and Product.
