Hawaii's AI companion law is in force, with hourly break reminders for minors
443days
Until January 1, 2028
First annual report to the Department of Health due
Signed on 14 Jul 2026 and in force since, the law requires AI companions to say they are AI whenever a reasonable person could think otherwise, and to show minors a notice at the start of each session and an hourly reminder to take a break. Every operator needs a self-harm protocol with crisis referrals and can't present the bot as mental health care. For minors, operators drop unpredictable rewards and outputs that discourage leaving, block sexual content, and give users and parents screen-time tools; violations are unfair or deceptive practices.
Build: Ship hourly break reminders for minors and crisis referrals now, and start counting referrals for the 2028 report to the Department of Health.
