On 31 Aug 2026 the Commission designated ChatGPT a very large online search engine, treating it as a chatbot that searches the web, with 159.1 million average monthly EU users. Reddit and Roblox were designated very large platforms the same day. Within four months ChatGPT has to assess and reduce systemic risks, including illegal content, harm to minors and users' mental wellbeing, and take on audit and transparency duties.
Assess: If your chatbot searches the web, count its EU monthly users against the 45 million threshold and plan for search engine duties.
Who it reaches
It reaches generative AI and search services with users in the EU, if a regulator has designated it. Services with at least 45 million average monthly users in the EU, designated by the Commission.
