California's Adam's Law adds age checks, child defaults and outside audits for companion chatbots

Until July 1, 2027

Core child safety duties and pre-release risk assessments apply

HighSevere and likely

Signed on 10 Sep 2026, SB 1119 requires companion chatbots that allow children to check age or treat every user as a child, assess risk before release, publish a child safety policy, use 988 crisis protocols, notify parents, and set protective defaults such as memory off and limited daily use. Chatbots may not claim to be sentient, simulate romance with children or push them to buy. Independent safety audits are required every two years, with civil penalties and a private right of action.

Build: Scope age assurance, parental controls, default settings and a pre-release risk assessment before July 2027, and budget for an outside audit.
