Canada's online safety bill would put duties on AI chatbot services alongside social media

No date set

LowMinor and possible

Bill C-34, introduced on 10 Jun 2026, would require AI chatbot services above a user threshold set by regulation to reduce harmful content and behavior, run crisis protocols for self-harm, suicide or violence, and report incidents. It names chatbot harms directly: posing as a human or a licensed professional, manipulative engagement that encourages withdrawal, and encouraging self-harm. Proposed penalties reach 5 percent of worldwide revenue or 20 million Canadian dollars, whichever is greater.

Watch: Follow the bill through second reading, and check crisis referrals and human-impersonation safeguards against its list of harms.

Who it reaches

It reaches generative AI and user-to-user services with users in Canada, at any size. Social media and AI chatbot services in Canada above user thresholds set by regulation.
