First, a quick Introduction to Trust & Safety
First, here's our attempt at an accurate definition: Trust & Safety (T&S) is a multidisciplinary field focused on creating safe, secure, and trustworthy environments for users across online platforms and digital spaces. That may seem like a complicated way to describe the work but that’s because the work of T&S is quite complex. At some companies, the work of T&S is called “Integrity” (like at Meta) and in other places it’s called “Community” or just “Safety.” Sometimes it’s a team that reports up to the Chief Product Officer. Other times it reports to the Chief Legal Officer, Chief Operations Officer, or other executive.Â
While there is not a clear agreed upon date and time that the work of Trust & Safety started, many believe a few key teams at Yahoo and eBay were the earliest movers in this space. All major platforms like Google, Facebook / Meta, and hundreds of other online platforms now have T&S teams and functions. They each have their own approach, to be sure, so it can be challenging to get started in the industry or even to move laterally for existing professionals. That’s why we at the Trust & Safety Network (TSN) put together this Starter Kit to hopefully help you figure out how to start or grow your T&S career.
Put simply - there’s no clear industry standard for how T&S teams are organized, what their scope is, or even what skills are required. That’s in large part because the industry is nascent, especially compared to industries like cybersecurity, healthcare, and aviation. These particular industries are noteworthy because T&S is following a similar growth curve - especially when it comes to regulation. There are currently several key regulations like the Digital Services and Markets Act(s) but most regulation is focused on privacy and cybersecurity.Â
So what does Trust & Safety do? While the exact scope varies from company to company, the core goal of Trust & Safety is to maintain a balance between user freedom and platform security, enabling users to engage meaningfully and safely while minimizing risks. This work involves proactive content moderation, developing safety policies, enforcing terms of service, handling abuse reports, and ensuring compliance with local and global regulations.
Professionals in Trust & Safety often work at the intersection of policy, technology, and human behavior. They collaborate with engineers, policy makers, and legal experts to craft solutions that are not only effective but also ethical, ensuring that online spaces remain inclusive and free from abuse.
Ultimately, Trust & Safety is about fostering user trust and protecting both individual users and society from harm, helping businesses maintain positive, safe, and sustainable interactions in the digital world.
What do Trust & Safety teams actually do?
This is a non-exhaustive list of the core functions of Trust & Safety. The list will vary from company to company but we did our best to capture the high-level responsibilities that most platforms bucket under a single T&S function:
- Content Moderation - Reviewing and managing user-generated content to ensure it aligns with community guidelines and policies. This includes detecting and removing harmful content such as hate speech, harassment, illegal activities, or violent content.
- Policy Development - Crafting and maintaining safety policies, terms of service, and community standards that outline acceptable behavior. This involves keeping up with evolving risks and legal requirements while balancing user rights and platform integrity.
- User Support & Incident Response - Responding to user reports of abuse, harassment, or violations of platform rules. This includes handling appeals, suspensions, and terminations of accounts when necessary.
- Fraud Detection & Prevention - Identifying and mitigating risks related to scams, account takeovers, financial fraud, or identity theft. Trust & Safety teams use a combination of technology and human review to prevent fraudulent behavior.
- Child Safety - Protecting vulnerable users, particularly children, from exploitation, abuse, or inappropriate content. This may include implementing age verification processes and cooperating with law enforcement in cases involving child exploitation.
- Misinformation & Disinformation Control - Detecting and mitigating the spread of false or misleading information, particularly around sensitive topics like elections, health, or public safety.
- Platform Abuse & Exploitation Prevention - Safeguarding against abuse of platform features, such as bots or scraping, and preventing cyberattacks, spam, and manipulation. This also includes monitoring for any emerging threats or abuse patterns.
- Compliance & Legal - Ensuring that the platform complies with regional and global regulations (e.g., GDPR, COPPA, CCPA). Trust & Safety teams collaborate with legal experts to ensure the platform meets the requirements for data protection, privacy, and safety.
- Risk Management & Crisis Handling - Preparing for and managing crises, such as data breaches, hacking incidents, or public relations issues related to platform misuse. This can also involve forecasting future risks and planning mitigation strategies. One of the newer ways to approach risk management is via the Digital Trust & Safety Partnership's (DTSP) Safe Assessments Framework. The DTSP organization has a lot of helpful guides that are as close to an industry standard as there is at this point.
